Section 2 of the bill adds a new section (418) to Title IV of the Omnibus Diplomatic Security and Antiterrorism Act of 1986. This section requires that Diplomatic Security special agents who are assigned to positions with a primary counterintelligence role or high risk, high threat posts receive specific, substantive, mandatory counterintelligence training from the Office of Counterintelligence of the Department of State.

The table of contents for the Omnibus Diplomatic Security and Antiterrorism Act of 1986 is also amended to include Sec. 418 in numerical sequence.
