SEC. 1. SHORT TITLE
This Act may be cited as the "Taiwan International Solidarity Act".
SEC. 2. FINDINGS AND PURPOSES
(a) Findings—
- The Congress finds that:
- Taiwan is a sovereign and democratic state with its own constitution, government, and economy;
- Taiwan has been a stable and peaceful democracy for over 30 years; and
- the People's Republic of China (PRC) has consistently sought to undermine Taiwan's sovereignty and independence.
(b) Purposes—
- To enhance the relationship between the United States and Taiwan;
- To promote democracy and human rights in Taiwan; and
- To counter the PRC's efforts to undermine Taiwan's sovereignty and independence.
SEC. 3. OPPOSING THE PEOPLE'S REPUBLIC OF CHINA'S EFFORTS TO UNDERMINE TAIWAN'S TIES AND PARTNERSHIPS INTERNATIONALLY
(a) Findings—
- The PRC has consistently sought to undermine Taiwan's sovereignty and independence by:
- Supporting the independence movement in Taiwan; and
- Using economic and military pressure to coerce Taiwan into accepting the PRC's "One China" policy.
(b) Prohibition on Assistance—
It shall be unlawful for any person or entity receiving assistance from the United States to:
- Engage in any activity that promotes the independence movement in Taiwan;
- Support the PRC's efforts to undermine Taiwan's sovereignty and independence; and
- Conduct activities that are detrimental to the relationships between Taiwan and countries with which it does not maintain diplomatic relations.
SEC. 4. REPORT ON THE PEOPLE'S REPUBLIC OF CHINA'S ATTEMPTS TO PROMOTE ITS "ONE CHINA" POSITION
(a) Report—
The Secretary of State shall submit to Congress, not later than 180 days after the date of enactment of this Act, a report on:
- Any prior or ongoing attempts by the PRC to undermine Taiwan's membership or observer status in international organizations; and
- Taiwan's ties and relationships with other countries.
(b) Effective Date—
The report required under subsection (a) shall be submitted not later than 180 days after the date of enactment of this Act, and subsequent reports shall be submitted every 6 months thereafter.
