Section 103

(a) Assessment and planning: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall conduct an assessment of the electrical grid's resiliency and recommend strategies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

Section 103(a)

(1) Grid modernization: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop a comprehensive plan for grid modernization that—

  • includes measures to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions;
  • includes measures to enhance the grid's resiliency through the use of advanced technologies and infrastructure; and
  • includes measures to ensure that the grid is able to meet the increasing demand for electricity from renewable energy sources.

Section 103(b)

(1) Grid resilience standards: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement standards for grid resiliency that—

  • require utilities to implement measures to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions;
  • require utilities to enhance their infrastructure through the use of advanced technologies; and
  • require utilities to ensure that they are able to meet the increasing demand for electricity from renewable energy sources.

Section 103(c)

(1) Grid modernization fund: There is established a grant program, to be known as the Grid Modernization Fund, to provide financial support for grid modernization efforts.

  • The Fund shall be used to support the development and implementation of grid resiliency standards;
  • the Fund shall be used to support the use of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions; and
  • the Fund shall be used to support efforts to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources.

Section 104

(a) Definitions: In this section, the following definitions apply:

  • Renewable energy source: A renewable energy source means any energy that is generated from a renewable resource.
  • Utilities: The term 'utilities' has the meaning given to it by section 201 of title 16, United States Code.
  • Grid modernization: The term 'grid modernization' means the process of updating and upgrading the nation's electrical grid to improve its ability to withstand natural disasters, cyberattacks, and other disruptions.

Section 104(a)

(1) Grant program: There is established a grant program, to be known as the Grid Resiliency Grant Program, to provide financial support for grid modernization efforts.

  • The program shall provide grants to utilities and other entities to support the development and implementation of grid resiliency standards;
  • the program shall provide grants to support the use of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions; and
  • the program shall provide grants to support efforts to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources.

Section 104(b)

(1) Eligibility: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall determine which entities are eligible to receive grants under this section.

  • Entities may be eligible for grants if they meet certain criteria, such as having a demonstrated need for grid modernization;
  • entities must agree to implement the required measures and technologies in order to be eligible for a grant; and
  • entities shall use the funds provided under this section only for the purposes specified in this section.

Section 105

(a) Authorization of appropriations: There are authorized to be appropriated such sums as may be necessary to carry out sections 103 and 104 of this Act.

  • The appropriation shall be used to support the development and implementation of grid resiliency standards;
  • the appropriation shall be used to support the use of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions; and
  • the appropriation shall be used to support efforts to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources.

Section 105(a)

(1) Congressional review: The Administrator of the Federal Energy Regulatory Commission shall submit a report to Congress on the progress made under this section.

  • The report shall include an assessment of the effectiveness of the grid resiliency standards;
  • the report shall include information on the number and type of grants provided under this section; and
  • the report shall include recommendations for future improvements to the grid resiliency standards.

Section 106

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 106(a)

(1) Grid modernization fund: The Grid Modernization Fund shall be used to support the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The Fund shall provide grants to utilities and other entities to support the use of advanced technologies;
  • the Fund shall provide grants to support research and development of new technologies; and
  • the Fund shall provide grants to support education and training programs for grid workers.

Section 107

(a) Authorization of appropriations: There are authorized to be appropriated such sums as may be necessary to carry out sections 103, 104, and 106 of this Act.

  • The appropriation shall be used to support the development and implementation of advanced technologies;
  • the appropriation shall be used to support research and development of new technologies; and
  • the appropriation shall be used to support education and training programs for grid workers.

(a) Purpose: The purpose of this Act is to promote energy efficiency and reduce greenhouse gas emissions.

  • The goal of this Act is to promote energy efficiency in buildings and industries;
  • the goal of this Act is to support research and development of new technologies; and
  • the goal of this Act is to promote education and training programs for grid workers.

Section 108(a)

(1) Energy efficiency standards: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement energy efficiency standards for buildings and industries.

  • The standards shall include requirements for energy-efficient lighting;
  • The standards shall include requirements for energy-efficient appliances; and
  • The standards shall include requirements for energy-efficient HVAC systems.

Section 109

(a) Authorization of appropriations: There are authorized to be appropriated such sums as may be necessary to carry out section 108 of this Act.

  • The appropriation shall be used to support the development and implementation of energy efficiency standards;
  • the appropriation shall be used to support research and development of new technologies; and
  • the appropriation shall be used to support education and training programs for grid workers.

Section 110

(a) Purpose: The purpose of this Act is to promote education and training programs for grid workers.

  • The goal of this Act is to support research and development of new technologies;
  • the goal of this Act is to promote education and training programs for grid workers; and
  • the goal of this Act is to promote energy efficiency in buildings and industries.

Section 110(a)

(1) Grid worker training program: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid worker training program.

  • The program shall include training on advanced technologies;
  • The program shall include training on energy efficiency; and
  • The program shall include training on grid management and operations.

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 111(a)

(1) Grid resilience standard: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience standard.

  • The standard shall include requirements for grid resiliency; and
  • The standard shall include requirements for energy efficiency.

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 112(a)

(1) Grid resilience program: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience program.

  • The program shall include funding for research and development;
  • The program shall include funding for education and training programs; and
  • The program shall include funding for grid modernization and resiliency efforts.

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 113(a)

(1) Grid resilience fund: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience fund.

  • The fund shall include funding for research and development;
  • The fund shall include funding for education and training programs; and
  • The fund shall include funding for grid modernization and resiliency efforts.

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 114(a)

(1) Grid resilience partnership: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience partnership.

  • The partnership shall include collaboration between utilities, research institutions, and other stakeholders;
  • The partnership shall include funding for research and development; and
  • The partnership shall include funding for education and training programs.

Section 115

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 115(a)

(1) Grid resilience grant program: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience grant program.

  • The program shall include funding for research and development;
  • The program shall include funding for education and training programs; and
  • The program shall include funding for grid modernization and resiliency efforts.

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;

(1) Grid resilience pilot program: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience pilot program.

  • The program shall include funding for research and development;
  • The program shall include funding for education and training programs; and
  • The program shall include funding for grid modernization and resiliency efforts.

Section 199

(a) Purpose: The purpose of this Act is to promote the development and implementation of advanced technologies to improve the grid's ability to withstand natural disasters, cyberattacks, and other disruptions.

  • The goal of this Act is to ensure that utilities are able to meet the increasing demand for electricity from renewable energy sources;
  • the goal of this Act is to promote grid modernization and resiliency; and
  • the goal of this Act is to support efforts to reduce greenhouse gas emissions.

Section 199(a)

(1) Grid resilience planning process: The Secretary, in consultation with the Administrator of the Federal Energy Regulatory Commission, shall develop and implement a grid resilience planning process.

  • The process shall include guidelines for utilities to assess their current energy infrastructure and identify areas that need improvement;
  • The process shall include funding for research and development; and
  • The process shall include funding for education and training programs.
