Section 103. Flood mapping reform.

Repeal of the National Flood Insurance Program Reauthorization Act

(a) The National Flood Insurance Program Reauthorization Act shall not take effect.

  1. (1) The authority to issue flood insurance policies under the National Flood Insurance Program shall be terminated as of December 31, 2023.
  2. (2) Any contract entered into before the date of enactment of this Act that requires the payment of a premium for flood insurance coverage shall remain in effect until it expires or is renewed.

The Secretary shall, not later than 1 year after the date of enactment of this section, issue regulations necessary to carry out subsection (e) of section 1361 of the National Flood Insurance Act of 1968.

Notice to Covered Communities

Before imposing any sanctions under this paragraph, the Administrator shall provide the covered community that is subject to the sanctions with notice of the violation that may subject the covered community to the sanctions.

"The notice required under clause (i) shall include recommendations for actions that the covered community receiving the notice may take in order to bring the covered community into compliance."
