Section 1. SHORT TITLE; CREATING A NEW SUBTITLE

This Act may be cited as the "HR 3133 IH: Expanding Affordable Housing Assistance".

SEC. 101. FINDINGS

(a) Findings - Congress finds that—

  • (1) Despite efforts to address homelessness, approximately 550,000 individuals experience homelessness on any given night in the United States;
  • (2) The cost of a single day in jail for a person experiencing homelessness is $50 to $100; and
  • (3) Many families are being forced to choose between paying rent or utilities.

SEC. 102. EXPANDING ASSISTANCE TO Eligible HOUSEHOLDS

(a) General Rule - On and after the date that is 5 years after the date of enactment, any family that is otherwise eligible for tenant-based rental assistance under section 8(o) of the United States Housing Act of 1937 (42 U.S.C. 1437f(o)) shall be entitled to that rental assistance during any period that the family is an eligible household.

(b) Funding - There is appropriated, out of any money in the Treasury not otherwise appropriated, such sums as may be necessary—

  • (1) To provide assistance under section 8(o) of the United States Housing Act of 1937 (42 U.S.C. 1437f(o)) in accordance with the entitlement under paragraph (1) of this section for each eligible household in the amount determined under such section 8(o); and
  • (2) To provide administrative fees under section 8(q) of the United States Housing Act of 1937 (42 U.S.C. 1437f(q)) in connection with each voucher for assistance provided pursuant to subparagraph (A) of this paragraph.

SEC. 103. Eligible HOUSEHOLD DEFINED

In this section, the term "eligible household" means a family who has an income that does not exceed 80 percent of the area median income, as determined by a public housing agency.

SEC. 104. SECTION 8 MANAGEMENT ASSESSMENT PROGRAM

(a) Rule to Consider Timeliness - Not later than 1 year after the date of enactment, the Secretary of Housing and Urban Development shall issue a rule to consider the timeliness of approval for both eligible families and landlords with respect to the Section 8 Management Assessment Program or any successor assessment program, as described in part 985 of title 24, Code of Federal Regulations.

SEC. 105. SEVERABILITY

This Act may be cited as the "HR 3133 IH: Expanding Affordable Housing Assistance". Any provision of this Act that prohibits a federal, state, or local government agency from receiving Federal funds shall not apply to any such agency if it would result in the loss of funding for—

  • (1) The Section 8 program; or
  • (2) A program administered by the Department under section 235 of the Housing and Community Development Act.
