The HR 119hr3838ih bill aims to improve the acquisition workforce of the Department of Defense.
Improving Acquisition Workforce Management
The Comptroller General of the United States shall conduct a review of the management, training, and development of the acquisition workforce. The review will evaluate the current organization and staffing of the acquisition workforce, as well as the processes and authorities used to recruit and retain personnel.
- Review the compliance of the Secretary with the requirements of section 1734 of title 10, United States Code
- C conduct an assessment of the efficacy of the career development policies and minimum periods of assignment established by such section 1734
- Enhance competitive career progression for members of the acquisition workforce compared to other members of the civilian and military workforce of the Department of Defense
The Comptroller General shall submit a report on the findings of the review, including recommendations for improvements, not later than July 1, 2026.
Improving Individual Career Development
The Comptroller General of the United States shall conduct a review of the education, training, and career development programs offered by the Secretary of Defense for members of the acquisition workforce. The review will assess the efficacy of the career development policies established by section 1734 of title 10, United States Code.
- Review the compliance of the Secretary with the requirements of section 1734 of title 10, United States Code
- C conduct an assessment of the efficacy of the career development policies and minimum periods of assignment established by such section 1734
- Incorporate a minimum period of assignment of at least four years for an individual assigned as a program executive officer
The Comptroller General shall submit recommendations on improvements to education, training, and career development programs, as well as minimum periods of assignment for an individual assigned as a program executive officer, not later than July 1, 2026.
