Section 1. Short title
This Act may be cited as the “Food Waste Reduction Act of [Year]”.
- (a) In general.—This Act may be referred to in this Act as the “Food Waste Reduction Act of [Year]”.
- (b) Short title; effective date.—For purposes of this Act, the short title of this Act shall be “Food Waste Reduction Act of [Year]” and it shall take effect on the first day of the first month after the date of enactment.
Section 2. Food waste reduction goals
(a) In general.—The Secretary shall establish food waste reduction goals and a system to track progress toward reducing food waste.

- (b) Goals—(1) The Secretary shall establish two national food waste reduction goals, one for residential households and one for commercial establishments.
- (2) Not later than 1 year after the date of enactment of this Act, the Secretary shall publish in the Federal Register a report that includes an assessment of progress toward achieving the first goal, as well as any necessary adjustments to the goal or additional actions taken by the Secretary to achieve it.
Section 3. Food waste reduction research
(a) In general.—The Secretary shall conduct research and evaluation on food waste reduction strategies.
- (b) Research priorities—(1) The Secretary shall conduct research to identify effective strategies for reducing food waste in residential households, commercial establishments, and other sectors.
- (2) The Secretary shall evaluate the effectiveness of existing programs and policies on reducing food waste.
Section 4. Food waste reduction grants
(a) In general.—The Secretary shall establish a grant program to support projects that reduce food waste in residential households, commercial establishments, and other sectors.
- (b) Grants—(1) The Secretary may award grants to support research, evaluation, and demonstration projects related to reducing food waste.
- (2) The Secretary shall provide funding for projects that reduce food waste in residential households, commercial establishments, and other sectors.
Section 5. Food waste reduction incentives
(a) In general.—The Secretary shall establish a program to provide incentives for individuals and businesses to reduce food waste.
- (b) Incentives—(1) The Secretary may provide incentives, such as tax credits or rebates, to individuals and businesses that reduce food waste.
- (2) The Secretary shall establish a system for tracking and verifying the reduction of food waste by individuals and businesses.
Section 6. Food waste reduction education
(a) In general.—The Secretary shall establish a program to provide education and outreach on food waste reduction strategies.
- (b) Education and outreach—(1) The Secretary may provide education and outreach on food waste reduction strategies through various media, including television, radio, and the internet.
- (2) The Secretary shall establish a system for tracking the effectiveness of the program.
Section 7. Food waste reduction partnerships
(a) In general.—The Secretary shall establish partnerships with local, state, and national organizations to support food waste reduction efforts.
- (b) Partnerships—(1) The Secretary may partner with local, state, and national organizations to provide technical assistance, funding, and expertise for food waste reduction projects.
- (2) The Secretary shall establish a system for tracking the effectiveness of partnerships.
Section 8. Food waste reduction reporting
(a) In general.—The Secretary shall publish an annual report on food waste reduction progress.
- (b) Report—(1) The Secretary shall include in the report data on the number of households, businesses, and other entities that have reduced food waste as a result of the program.
- (2) The Secretary shall provide an update on the effectiveness of food waste reduction strategies and identify areas for improvement.
