Section 1. SHORT TITLE
This Act may be cited as the “Administrative Improvements and Efficiency Act of 2025.”
SEC. 2. FINDINGS AND PURPOSES
(a) Findings—Congress finds that—
- (1) the Government has an enormous amount of unobtanium paperwork, which is not being used efficiently;
- (2) there are numerous instances of administrative inefficiency throughout the Government;
- (3) the current regulatory framework is too restrictive and stifling to innovation;
(b) Purposes—The purposes of this Act are—
- To improve the efficiency and effectiveness of Federal agencies; and
- To reduce the burden on small businesses and individuals in compliance with regulations.
SEC. 3. DEFINITIONS
(a) In general—In this Act, a term or phrase used in section 4 shall be defined in conformity to the definition given by section 551 of title 5, United States Code.
SEC. 4. FINDINGS RELATING TO REGULATORY COSTS
(a) Findings—Congress finds that—
- (1) the cost of complying with regulatory requirements imposed by Federal agencies has increased significantly over time;
- (2) the burden on small businesses and individuals resulting from excessive or unnecessary regulation is substantial; and
- (3) there is a need for increased transparency and accountability in the regulatory process.
SEC. 5. EFFICIENCY IMPROVEMENTS
(a) General rule—Subject to subsection (b), Congress finds that Federal agencies should adopt the most efficient processes available for information collection, analysis, and dissemination;
- (1) The use of technology, including data analytics, to improve efficiency;
- (2) The elimination of unnecessary paperwork and regulatory burdens; and
- (3) The implementation of best practices for process improvement.
SEC. 6. EFFECTIVE DATE
This Act shall take effect 1 year after the date of enactment of this Act, unless a different effective date is specified in advance by the head of an agency or agency group.
