Section 101. Short title
This Act may be cited as the “Improving Telehealth Services Act.”
Section 102. Findings and purposes
(a) Findings—Congress finds that—
* telehealth services are increasingly being used to deliver health care services; and
* there is a need for greater support and resources to improve the quality of telehealth services.
(p) Purposes—(1) To improve the quality of telehealth services; (2) to enhance access to telehealth services; (3) to increase the use of technology in delivering health care services; and (4) to ensure that all patients have access to necessary medical equipment and supplies.
Section 203. Enhanced funding for rural healthcare providers
(a) Increased funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by providers in rural areas; and
* to support the use of technology in delivering health care services.
(b) Additional funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by providers in rural areas; and
* to support the use of technology in delivering health care services.
(c) Increased funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by providers in rural areas; and
* to support the use of technology in delivering health care services.
(d) Additional funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);

Section 204. Enhancing access to telehealth services for Medicare beneficiaries with disabilities
(a) In general—
* the Secretary of Health and Human Services shall provide a list of providers who offer telehealth services, including information on the types of services that can be provided through telehealth;
* The list shall include providers who specialize in treating patients with disabilities.
(b) Telehealth service access for individuals with disabilities—
* The Secretary of Health and Human Services shall work to ensure that all Medicare beneficiaries with disabilities have access to telehealth services, including services related to their disability;
* The Secretary shall also work to ensure that providers who offer telehealth services are aware of the needs and resources available to patients with disabilities.
Section 205. Enhanced funding for community health centers
(a) Increased funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by community health centers;
* to support the use of technology in delivering health care services.
(b) Additional funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by community health centers;
* to support the use of technology in delivering health care services.
(c) Increased funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by community health centers;
* to support the use of technology in delivering health care services.
(d) Additional funding for grants—

Section 206. Enhanced funding for rural telehealth workforce development
(a) Increased funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by providers in rural areas;
* to support the development of a telehealth workforce.
(b) Additional funding for grants—
* established under section 1890A of the Social Security Act (42 U.S.C. 1395aaa–1);
* to support health care services provided by providers in rural areas;
* to support the development of a telehealth workforce.
Section 307. Postponing certain payments under Medicare
(a) In general—
* The Secretary of Health and Human Services shall postpone payments for medical services that would otherwise be paid in full or partially upon receipt, until the end of the first quarter of calendar year 2026;
* Payments shall be made from the date of service, not the date on which payment is received.
(b) Postponement of payments—
* The Secretary shall postpone payments for services rendered before April 1, 2025, but not later than April 30, 2025.
* Payments shall be made in accordance with section 1860(a)(1) of the Social Security Act (42 U.S.C. 1396a(a)(1)).
