A BILL
To amend the Homeland Security Act of 2002 to require
law enforcement officers and agents of the Department
of Homeland Security engaged in border security or im-
migration enforcement to display or wear certain
insignia
and provide identification, and for other purposes.
SECTION 1. SHORT TITLE
This Act may be cited as the ‘‘No Secret Police Act of 2025’’.
SECTION 2. INSIGNIA AND IDENTIFICATION REQUIRED FOR
LAW ENFORCEMENT OFFICERS AND AGENTS
ENGAGED IN BORDER SECURITY OR IMMI-
GRATION ENFORCEMENT.
(a) I
N GENERAL .—Title VII of the Homeland Secu-
rity Act of 2002 (6 U.S.C. 341 et seq.) is amended by13
adding at the end the following new section:14
‘‘SEC. 714. INSIGNIA AND IDENTIFICATION REQUIRED FOR15
LAW ENFORCEMENT OFFICERS AND AGENTS16
ENGAGED IN BORDER SECURITY OR IMMI-
GRATION ENFORCEMENT.17
‘‘(a) R
EQUIREMENTS .—18
‘‘(1) I
N GENERAL .—If a law enforcement offi-19
cer or agent of the Department detains or arrests20
an individual in connection with a border security or21
immigration enforcement function of such officer or22
agent, during such detention or arrest, as the case23
may be, such officer or agent—24
‘‘(A) shall—25

26‘‘(i) provide such individual with an1
identification of the component of the De-2
partment that employs such officer or3
agent; and4
‘‘(ii) display or wear the official insig-5
nia or uniform of such officer or agent in6
a manner that is visible to individuals7
other than such officer or agent; and8
‘‘(B) may not wear a face covering or any9
other item that conceals the face of such officer10
or agent.11
‘‘(2) R
ULE OF CONSTRUCTION .—Nothing in12
this subsection may be construed to limit or prohibit13
the use of tactical gear by law enforcement officers14
and agents consistent with the policies and proce-15
dures of the Department.16

‘‘(A) I
NITIAL REPORT .—Not later than 3018
days after the date of the enactment of this sec-19
tion, the Secretary shall submit to the Com-20
mittee on Homeland Security of the House of21
Representatives and the Committee on Home-22
land Security and Governmental Affairs of the23
Senate a report on the policies and procedures24
of the Department regarding the use of tactical25

PDATES .—If the Secretary modifies3
the policies or procedures of the Department re-4
garding the use of tactical gear by law enforce-5
ment officers or agents of the Department, not6
later than 30 days after any such modification,7
the Secretary shall submit to the Committee on8
Homeland Security of the House of Representa-9
tives and the Committee on Homeland Security10
and Governmental Affairs of the Senate a re-11
port relating thereto.12
‘‘(b) R
ESEARCH AND DEVELOPMENT .—The Sec-13
retary, acting through the Under Secretary for Science14
and Technology, and in coordination with the heads of15
components of the Department that employ law enforce-16
ment officers or agents, shall carry out research and devel-17
opment of technology to maximize the visibility of the offi-18
cial insignia or uniform of such an officer or agent to be19
utilized during detentions or arrests, including technology20
to maximize such visibility in response to certain factors21
in connection with such detentions or arrests, including22
the following:23
‘‘(1) Location.24

EFINITIONS .—In this section:2
‘‘(1) L
AW ENFORCEMENT OFFICER OR3
AGENT .—The term ‘law enforcement officer or4
agent’ means a law enforcement officer or agent of5
the Department, including U.S. Immigration and6
Customs Enforcement.7
‘‘(2) O
FFICIAL INSIGNIA OR UNIFORM .—The8
term ‘official insignia or uniform’ has the meaning9
given such term in section 716 of title 18, United10
States Code.’’.11
(b) C
LERICAL AMENDMENT .—The table of contents12
in section 1(b) of the Homeland Security Act of 2002 is13
amended by inserting after the item relating to section14
713 the following new item:15
‘‘Sec. 714. Insignia and identification required for law enforcement officers and agents engaged in border security or immigration enforcement.
