This resolution provides for consideration of the following bills:
- H.R. 3944 – Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026
- H.R. 275 – To require the Secretary of Homeland Security to publish on a monthly basis the number of special interest aliens encountered attempting to unlawfully enter the United States
- H.R. 875 – To amend the Immigration and Nationality Act to provide that aliens who have been convicted of or who have committed an offense for driving while intoxicated or impaired are inadmissible and deportable
Resolution Text
This resolution was introduced on June 23, 2025, by Mr. Austin S. Cott of Georgia.
RESOLVED, That at any time after adoption of this resolution the Speaker may, pursuant to clause 2(b) of rule XVIII, declare the House resolved into the Committee of the Whole on the state of the Union for consideration of the bill (H.R. 3944) making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026, and for other purposes.
The resolution also provides for consideration of H.R. 275 and H.R. 875, as well as a condemnation of the violent June 2025 riots in Los Angeles, California.
Amendments
- H.R. 3944 – Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026
- • Sec. 2(a) No further amendment to H.R. 3944, as amended, shall be in order except those printed in the report of the Committee on Rules accompanying this resolution, amendments en bloc described in section 3 of this resolution, and pro forma amendments described in section 4 of this resolution.
Debate
General debate shall be confined to the bill and shall not exceed one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their respective designees.
