Section 1: Short Title
This Act may be cited as the ‘‘Combatting Inter-4
international Drug Trafficking and Human Smuggling Part-5
nership Act of 2025’’.6
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled,2
SECTION 1. SHORT TITLE.3
This Act may be cited as the ‘‘Combatting Inter-4
national Drug Trafficking and Human Smuggling Part-5
nership Act of 2025’’.6
Section 2: Enhancing Operations of U.S. Customs and Border Protection in Foreign Countries
Section 411(f) of the Homeland Security Act of 20024
(6 U.S.C. 211(f)) is amended—5
(1) by redesignating paragraph (4) as para-6
graph (5); and7
(2) by inserting after paragraph (3) the fol-8
lowing new paragraph:9
‘‘(4) P
ERMISSIBLE ACTIVITIES .—10
‘‘(A) I
N GENERAL .—Employees of U.S.11
Customs and Border Protection designated with12
the authorities granted to officers and agents of13
Air and Marine Operations may provide the14
support described in subparagraph (B) to the15
government of a foreign country, including by16
conducting joint operations with appropriate17
government officials within the territory of such18
country, if an arrangement has been entered19
into between the Government of the United20
States and the government of such country that21
permits such support.22

upport DESCRIBED .—23

scribed in this subparagraph is support for25

‘‘(i) The monitoring, locating,1
tracking, and deterrence of the fol-2
lowing:3
‘‘(aa) Illegal drugs to the4
United States.5
‘‘(bb) The illicit smuggling6
of persons and goods into the7
United States.8
‘‘(cc) Terrorist threats to9
the United States.10
‘‘(dd) Other threats to the11
security or economy of the12
United States.13
‘‘(ii) Emergency humanitarian14
efforts.15
‘‘(iii) Law enforcement capacity-16
building efforts.17
‘‘(ii) D
EFINITION .—In this subpara-18
graph, the term ‘emergency humanitarian19
efforts’ means activities carried out by20
U.S. Customs and Border Protection per-21
taining to search and rescue activities,22
medical assistance, air traffic control as-23
sistance, and transport necessary to ac-24
complish such purposes.25
‘‘(C) PAYMENT OF CLAIMS .—1
‘‘(i) I
N GENERAL .—Subject to clauses2
(ii) and (iv), the Secretary may expend3
funds that have been appropriated or oth-4
erwise made available for the operating ex-5
penses of the Department to pay claims for6
money damages against the United States,7
in accordance with the first paragraph of8
section 2672 of title 28, United States9
Code, which arise in a foreign country in10
connection with U.S. Customs and Border11
Protection operations in such country.12
‘‘(ii) S
UBMISSION DEADLINE .—A13
claim may be allowed under clause (i) only14
if such claim is presented not later than15
two years after the date of the incident16
that gives rise to such claim.17
‘‘(iii) REPORT
.—Not later than 9018
days after the date on which the expendi-19
ture authority under clause (i) expires pur-20
suant to clause (iv), the Secretary shall21
submit to the Committee on Homeland Se-22
curity of the House of Representatives and23
the Committee on Homeland Security and24
Governmental Affairs of the Senate a re-25
