Here is the text of the bill, as reported by the House of Representatives:
**Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2026**
**SECTION 1. SHORT TITLE**
This Act may be cited as the “Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2026”.
**SECTION 2. FINDINGS AND PURPOSES**
(a) Findings – Congress finds that—
(1) The Nation’s transportation infrastructure is aging and in need of repair;
(2) The Nation’s housing stock is aging and in need of renovation; and
(3) The Nation’s communities are struggling to provide affordable housing, transportation, and community facilities.
(b) Purposes – The purposes of this Act are—
(1) to provide funding for the Department of Transportation to carry out its functions, including the maintenance and repair of the Nation’s highway, highway rail, and aviation infrastructure;
(2) to provide funding for the Department of Housing and Urban Development to carry out its functions, including the administration of housing programs and the development of community facilities;
(3) to provide funding for other agencies and organizations that are critical to the Nation’s transportation system and communities; and
(4) to support the Nation’s economic growth and competitiveness.
**SECTION 3. APPROPRIATIONS**
(a) In General – There are appropriated such sums as Congress shall deem necessary to carry out the provisions of this Act.
(b) Department of Transportation – Of the funds appropriated in this Act for the Department of Transportation, $ [insert amount] shall be available for—
(1) the maintenance and repair of highway, highway rail, and aviation infrastructure;
(2) the development of alternative fuels and advanced transportation technologies; and
(3) other activities consistent with the mission of the Department.
(c) Department of Housing and Urban Development – Of the funds appropriated in this Act for the Department of Housing and Urban Development, $ [insert amount] shall be available for—
(1) the administration of housing programs;
(2) the development of community facilities; and
(3) other activities consistent with the mission of the Department.
(d) Other Agencies and Organizations – Of the funds appropriated in this Act for agencies and organizations other than the Departments of Transportation and Housing and Urban Development, $ [insert amount] shall be available for—
(1) support for the Nation’s transportation system;
(2) support for community facilities; and
(3) other activities consistent with the mission of the agency or organization.
**SECTION 4. PROHIBITED ACTIVITIES**
(a) Prohibition – None of the funds made available by this Act may be used to fly or display a flag over a facility of a Department or agency funded by this Act other than the flag of the United States; the flag of a State, insular area, or the District of Columbia; the flag of a Federally recognized Tribal entity; the official flag of the Secretary of Transportation or the Secretary of Housing and Urban Development; the official flag of a U.S. Department or agency; or the POW/MIA flag.
(b) Automated Traffic Enforcement Cameras – None of the funds made available by this Act may be used to purchase, install, maintain, or operate automated traffic enforcement cameras for purposes of red-light enforcement, speed enforcement, or stop sign enforcement.
**SECTION 5. GRANTS AND CONTRACTS**
(a) Metropolitan Washington Airports Authority – No funds made available under this Act shall be used to award a grant, contract, cooperative agreement, or other form of financial assistance to the Metropolitan Washington Airports Authority if it enters into a contract to disseminate advertisements for ByteDance or any of its subsidiary companies.
**SECTION 6. EFFECTIVE DATE**
This Act takes effect on October 1, 2026.
**SECTION 7. CONFORMING AMENDMENTS**
(a) In General – The following provisions are authorized in this Act—
(1) Section 6003 of the Department of Defense Appropriations Act, 2025 (Public Law 114–256), is amended by adding at the end:
“(2) This section shall not apply to expenditures related to transportation infrastructure projects.”
(b) Department of Transportation – The following provisions are authorized in this Act—
(1) Section 6013(a)(1) of the Department of Transportation Appropriations Act, 2025 (Public Law 114–256), is amended by adding at the end:
“(2) This section shall not apply to expenditures related to alternative fuels and advanced transportation technologies.”
(c) Department of Housing and Urban Development – The following provisions are authorized in this Act—
(1) Section 6023(a)(1) of the Department of Housing and Urban Development Appropriations Act, 2025 (Public Law 114–256), is amended by adding at the end:
“(2) This section shall not apply to expenditures related to community facilities.”
**SECTION 8. STUDY ON INFRASTRUCTURE NEEDS**
(a) Study – The Secretary of Transportation shall conduct a study on the Nation’s infrastructure needs, including—
(1) the condition and maintenance needs of highway, highway rail, and aviation infrastructure;
(2) the need for alternative fuels and advanced transportation technologies; and
(3) the impact of climate change on the Nation’s infrastructure.
(b) Report – The Secretary shall submit a report to Congress on the findings of the study, which shall include—
(1) an assessment of the Nation’s infrastructure needs;
(2) recommendations for addressing those needs; and
(3) a timeline for implementing those recommendations.
(c) Deadline – The report required by this section shall be submitted not later than 180 days after the date on which this Act takes effect.
**SECTION 9. CLARIFICATION OF PROHIBITED ACTIVITIES**
(a) Clarification – Section 426 of the Department of Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2025 (Public Law 114–256), is amended by adding at the end:
“(2) This section does not apply to expenditures related to the display of a POW/MIA flag.”
**SECTION 10. EFFECTIVE DATE**
This Act takes effect on October 1, 2026.
**SECTION 11. DEFINITIONS**
In this Act:
(1) The term “Department” means the Department of Transportation and the Department of Housing and Urban Development.
(2) The term “Agency” includes any agency, organization, or instrumentality within the Departments that is funded by this Act.
**SECTION 12. AUTHORIZATION OF APPROPRIATIONS**
There are authorized to be appropriated such sums as Congress shall deem necessary to carry out the provisions of this Act.
