HR 119 – Caribbean Basin Security Initiative

Section 1. SHORT TITLE AND FINDING
(a) This Act may be cited as the "Caribbean Basin Security Initiative Act".
(b) The Congress finds that—
(1) the Caribbean region faces significant security challenges, including the threat of violent extremism and organized crime;
(2) the United States has a vital interest in supporting the stability and prosperity of the Caribbean region; and
(3) the security challenges facing the Caribbean region are best addressed through a comprehensive, multilateral approach that involves a coalition of international partners.
SEC. 2. FINDINGS AND PURPOSES
(a) Findings—
(1) The Congress finds that—
(A) the Caribbean region is a critical component of United States foreign policy and national security; and
(B) the security challenges facing the Caribbean region pose a threat to regional stability, economic prosperity, and international peace and security;
(2) The Congress finds that—
(A) the United States has a unique opportunity to strengthen its partnerships in the Caribbean through increased cooperation on security issues; and
(B) the security challenges facing the Caribbean region can best be addressed through a comprehensive, multilateral approach.
SEC. 3. PURPOSES AND POLICIES OF THE CARIBBEAN BASIN SECURITY INITIATIVE
(a) Purposes—
(1) The purposes of the Caribbean Basin Security Initiative are—
(A) to enhance cooperation among partners in the Caribbean on security issues; and
(B) to support efforts by the people of the Caribbean to address security challenges and achieve stability, prosperity, and peace;
(2) The purposes of the initiative are—
(A) to promote greater regional cooperation on a wide range of security issues; and
(B) to support efforts by the people of the Caribbean to build resilience and capacity for addressing security challenges.
SEC. 4. AUTHORIZATION OF APPROPRIATIONS
(a) Authorization of Appropriations—
(1) There is authorized to be appropriated to the Department of State and the United States Agency for International Development $88,000,000 for each of fiscal years 2025 through 2029 to carry out the Caribbean Basin Security Initiative.
SEC. 5. IMPLEMENTATION PLAN
(a) Implementation Plan—
(1) Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Administrator of the United States Agency for International Development, shall submit to the appropriate congressional committees an implementation plan that includes a timeline and stated objectives for actions to be taken in beneficiary countries with respect to the Caribbean Basin Security Initiative.
(2) Elements of the Plan—
(1) Multi-year strategy with a timeline, overview of objectives, and anticipated outcomes for the region and for each beneficiary country, with respect to each purpose described in section 3.
(2) Specific, measurable benchmarks to track progress of the Caribbean Basin Security Initiative toward accomplishing the outcomes included under paragraph (1).
(3) Plan for delineation of roles to be carried out by the Department of State, the United States Agency for International Development, the Department of Justice, and any other Federal department or agency in carrying out the Caribbean Basin Security Initiative.
(4) Plan to coordinate and track all activities carried out under the Caribbean Basin Security Initiative among all relevant Federal departments and agencies, in accordance with the publication requirements described in section 4 of the Foreign Aid Transparency and Accountability Act of 2016 (22 U.S.C. 2394c).
(5) Description of process for co-locating projects of the Caribbean Basin Security Initiative funded by the United States Agency for International Development and the Bureau of International Narcotics and Law Enforcement Affairs of the Department of State to ensure that crime prevention funding and enforcement funding are used in the same localities as necessary.
SEC. 6. PROGRAMS AND STRATEGY TO INCREASE NATURAL DISASTER RESPONSE AND RESILIENCE
(a) Programs—
(1) During the 5-year period beginning on the date of enactment of this Act, the Secretary of State, in consultation with the Administrator of the United States Agency for International Development and the President and Chief Executive Officer of the Inter-American Foundation, shall promote natural disaster response and resilience in beneficiary countries by carrying out programs for the following purposes:
(A) Encouraging coordination between beneficiary countries and relevant Federal departments and agencies to provide expertise and information sharing.
(B) Supporting the sharing of best practices on natural disaster resilience, including on constructing resilient infrastructure and rebuilding after natural disasters.
(C) Improving rapid-response mechanisms and cross-government organizational preparedness for natural disasters.
(b) Strategy—
(1) Not later than 180 days after the date of enactment, the Secretary of State, in coordination with the Administrator of the United States Agency for International Development and in consultation with the President and Chief Executive Officer of the Inter-American Foundation and nongovernmental organizations in beneficiary countries and in the United States, shall submit to the appropriate congressional committees a strategy that incorporates specific, measurable benchmarks—
(A) to achieve the purposes described in section 5(a); and
(B) to inform citizens of beneficiary countries about the extent and benefits of United States assistance to such countries.
SEC. 7. ANNUAL PROGRESS UPDATE
(a) Annual Progress Update—
(1) Not later than 5 years after the date on which the implementation plan required by subsection (a) of section 5 is submitted, and annually thereafter, the Secretary of State, in coordination with the Administrator of the United States Agency for International Development,
(2) shall submit to the appropriate congressional committees a written description of results achieved through the Caribbean Basin Security Initiative, including—
(1) the implementation of the strategy and plans described in paragraphs (1), (3), and (4) of subsection (b) of section 5;
(2) compliance with, and progress related to, meeting the benchmarks described in paragraph (2) of subsection (b) of section 5.
