The Congressional Review Reform Act of 2025

Section 1: Short Title
This Act may be cited as the ‘‘Congressional Review Reform Act of 2025’’.
Section 2: Amendments to the Congressional Review Act
Chapter 8 of title 5, United States Code, is amended as follows:

(1) In section 801—

(A) by striking subsection (d); and
(B) by redesignating subsections (e)
through (g) as subsections (d) through (f), respectively.

(a) for purposes of this section, the term ‘joint resolution’ means only a joint resolution introduced after the report referred to in section 801(a)(1)(A) is received by Congress, the matter after the resolving clause of which
is as follows: ‘That Congress disapproves the rule submitted by the [insert agency name], relating to [insert rule subject], and such rule shall have no force or effect.’
