A BILL
To amend the Patient Protection and Affordable Care Act
to provide for additional requirements with respect to
the navigator program, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled,
This Act may be cited as the ‘‘Expand Navigators’4
Resources for Outreach, Learning, and Longevity Act of5
2025’’ or the ‘‘ENROLL Act of 2025’’.6
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘‘Expand Navigators’
Resources for Outreach, Learning, and Longevity Act of
2025’’ or the ‘‘ENROLL Act of 2025’’.
SECTION 2. PROVIDING FOR ADDITIONAL REQUIREMENTS1
WITH RESPECT TO THE NAVIGATOR PRO-2
PROGRAM.
(a) IN GENERAL .—Section 1311(i) of the Patient4
Protection and Affordable Care Act (42 U.S.C. 18031(i))5
is amended—6
- (1) in paragraph (2), by adding at the end the7
following new subparagraph:8
‘‘(C) S
ELECTION OF RECIPIENTS .—In the9
case of an Exchange established and operated10
by the Secretary within a State pursuant to sec-11
section 1321(c), in awarding grants under para-12
paragraph (1), the Exchange shall—13
‘‘(i) select entities to receive such14
grants based on an entity’s demonstrated15
capacity to carry out each of the duties16
specified in paragraph (3);17
‘‘(ii) not take into account whether or18
not the entity has demonstrated how the19
entity will provide information to individ-20
individuals relating to group health plans that are21
qualified health plans; and22
‘‘(iii) ensure that, each year, the Ex-23
change awards such a grant to at least 124
entity described in this paragraph that is25

(b) IN PARAGRAPH (3).
- (A) in subparagraph (C), by inserting after ‘‘qualified health plans’’ the following: ‘‘, State5
Medicaid plans under title XIX of the Social6
Security Act, and State children’s health insur-7
ance programs under title XXI of such Act’’; - (B) in subparagraph (D), by striking9
‘‘and’’ at the end;10
(C) in subparagraph (E), by striking the11
period and inserting ‘‘; and’’;12
(D) by adding at the end the following:13
‘‘(F) conduct public education activities in14
plain language to raise awareness of the re-15
requiremens of and the protections provided16
under qualified health plans.’’; - (E) by adding at the end the following18
flush left sentence:19
‘‘The duties specified in the preceding sentence may20
be carried out by such a navigator at any time dur-21
ing a year.’’;
(c) IN PARAGRAPH (4)(A).
(A) in the matter preceding clause (i), by24
striking ‘‘not’’;25
(B) in clause (i)—1
(i) by inserting ‘‘not’’ before ‘‘be’’;2
and3
(ii) by striking ‘‘; or’’ and inserting a4
semicolon;5
(C) in clause (ii)—6
(i) by inserting ‘‘not’’ before ‘‘re-7
receive’’; and8
(ii) by striking the period and insert-9
ing a semicolon; and10
(D) by adding at the end the following new11
clause:12
‘‘(iii) maintain physical presence in13
the State of the Exchange so as to allow14
in-person assistance to consumers.’’;
(d) IN PARAGRAPH (6).
(A) by striking ‘‘FUNDING .—Grants17
under’’ and inserting ‘‘FUNDING .—18
‘‘(A) STATE EXCHANGES .—Grants under’’;19
and20
(B) by adding at the following new21
subparagraph:22
‘‘(B) FEDERAL EXCHANGES .—For pur-23
poses of carrying out this subsection, with re-24
respect to an Exchange established and operated25
by the Secretary within a State pursuant to sec-1
tion 1321(c), the Secretary shall obligate2
$100,000,000 out of amounts collected through3
the user fees on participating health insurance4
issuers pursuant to section 156.50 of title 45,5
Code of Federal Regulations (or any successor6
regulations) for fiscal year 2026 and each sub-7
subsequent fiscal year. Such amount for a fiscal8
year shall remain available until expended.’’.9
SECTION 3. EFFECTIVE DATE.
The amendments made by10
subsection (a) shall apply with respect to plan years begin-11
beginning on or after January 1, 2026.12
