Wild and Scenic Rivers Act of 2023
A bill to amend the Wild and Scenic Rivers Act and the National Park Service Organic Act.
AN ACT
To amend the Wild and Scenic Rivers Act and the National Park Service Organic Act.
SEC. 1. SHORT TITLE
This Act may be cited as the “Wild and Scenic Rivers Act of 2023”.
SECTION 2. DESIGNATION OF WILD AND SCENIC RIVERS
The following rivers are hereby designated as wild and scenic:
- Lyre River, Washington
- Sol Duc River, Washington
- Sol Duc North Fork River, Washington
- South Fork Sol Duc River, Washington
- Lyre River (above Lake Crescent), Washington
SECTION 3. RESTORATION AND MANAGEMENT
The Secretary of Agriculture may authorize activities or projects in a wild and scenic river segment for the primary purpose of:
- River restoration
- Recovery of endangered species listed under the Endangered Species Act of 1973
- Restoring ecological and hydrological function
SECTION 4. UPDATES TO LAND AND RESOURCE MANAGEMENT PLANS
The Secretary of Agriculture shall incorporate designations made under section 2 into updated management plans for units of the National Forest System not later than 3 years after the date of enactment.
- In general, the Secretary shall incorporate designations into updated management plans within 3 years
- If the Secretary is unable to meet the requirement by the specified date, the Secretary may request additional funding in the Department of Agriculture annual budget submission to Congress not later than 3 years after enactment.
SECTION 5. EXISTING RIGHTS AND WITHDRAWAL
Nothing in this Act affects or abrogates existing rights, privileges, or contracts held by private parties, nor does it modify or direct the management, acquisition, or disposition of land managed by the Washington Department of Natural Resources.
- Existing rights and privileges are unaffected
- The Federal land within designated river segments is withdrawn from entry, appropriation, or disposal under public land laws
SECTION 6. TREATY RIGHTS
Nothing in this Act alters, modifies, diminishes, or extinguishes the reserved treaty rights of any Indian tribe with hunting, fishing, gathering, and cultural or religious rights as protected by a treaty.
