Veterans Accessibility Advisory Committee Act of 2025

Section 1. Short title
This Act may be cited as the “Veterans Accessibility Advisory Committee Act of 2025”.

Section 2. Establishment of the Veterans Advisory Committee on Equal Access
There is established a committee to be known as the Veterans Advisory Committee on Equal Access, to be composed of such members as the Secretary of Veterans Affairs shall appoint.
Duties and Responsibilities: The Committee on Equal Access shall—

(A) identify and assess access barriers affecting veterans, the public, and employees of the Department; and
(B) provide recommendations and priorities to improve the accessibility of the Department’s services, benefits, information, technology, and facilities.
Section 4. Reports
Reports: Not later than two years after the date of the first meeting of the Veterans Advisory Committee on Equal Access, and not less frequently than once every two years thereafter, the Committee shall submit to the Secretary a report that—

(i) identifies and assesses access barriers affecting veterans, the public, and employees of the Department; and
(ii) determines the extent to which the programs and activities of the Department address the barriers identified in clause (i), including compliance with provisions of law relating to accessibility.

Provides recommendations and priorities to improve the accessibility of the Department’s services, benefits, information, technology, and facilities.

Provides a description of access improvements and assesses the Department’s implementation of recommendations from previous reports of the Committee, including any unmet recommendations that remain necessary for improving accessibility for the Department; and
Provides any recommendations for legislation, administrative action, or other actions that the Committee determines appropriate.
Section 7. Advisory committee personnel and resource matters
Duties of Members: A member of the Veterans Advisory Committee who is not an officer or employee of the Federal Government shall not be compensated for the performance of duties as a member of the Committee.
A member of the Committee shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of chapter 57 of title 5, while away from their homes or regular places of business in the performance of services for the Committee.
Section 8. Termination
Termination: The Veterans Advisory Committee on Equal Access shall terminate on the date that is seven years after the date of the enactment of this Act.
SECTION 3. EXTENSION ON LIMITATION OF CERTAIN PENSION PAYMENTS TO VETERANS ADMITTED TO NURSING FACILITIES
Extension of Limitation on Payments to Veterans Admitted to Nursing Facilities: Section 5503(d)(7) of title 38, United States Code, is amended by striking “November 30, 2031” and inserting “January 31, 2032.”
SECTION 4. EFFECTIVE DATE OF ACT
Effective Date of Act: This Act takes effect 180 days after the date of enactment.
