The Improving National Safety, Public Health, Ethics, and Clinical Trials Act

Short Title
This Act may be cited as the ‘‘Improving National Safety, Public Health, Ethics, and Clinical Trials Act’’ or the ‘‘INSPECT Act’’.

Section 1: Short Title
This Act may be cited as the ‘‘Improving National Safety, Public Health, Ethics, and Clinical Trials Act’’ or the ‘‘INSPECT Act’’.

Section 2: Establishment of Inspectors General
Section 401 of title 5, United States Code, is amended to include the National Institutes of Health, Centers for Disease Control and Prevention, and Food and Drug Administration as part of its definition.
- (1) in paragraph (1), by striking ‘‘or the National Reconnaissance Office’’ and inserting ‘‘the National Reconnaissance Office, the National Institutes of Health, the Centers for Disease Control and Prevention, or the Food and Drug Administration’’;
- (2) in paragraph (3), by striking ‘‘or the Director of the National Reconnaissance Office’’ and inserting ‘‘the Director of the National Reconnaisance Office; the Director of the National Institutes of Health; the Director for the Centers for Disease Control and Prevention; or the Commissioner of Food and Drugs’’.
The President must appoint an individual to serve as the Inspector General of each agency within one year of the bill’s enactment.
Section 3: Compliance with Appropriations
This Act and its amendments shall be carried out using amounts already appropriated to the Office of the Inspector General of the Department of Health and Human Services.
