Not later than 18 months after the date of enactment of the Healthy Dog Importation Act, the Secretary of Agriculture, in consultation with the Secretary of Health and Human Services, the Secretary of Commerce, the Secretary of Homeland Security, and the Secretary of Transportation, shall promulgate such regulations as the Secretary of Agriculture determines necessary to implement and enforce this section,…

Transition Period
